As part of the Federal Modernisation Agenda for State and Administration (Bund), the project “D‑Easi – incoming e‑invoice processing automated, secure, integrated” has been launched with the aim of automating invoice processing in the direct federal administration and making it more efficient.

The Modernisation Agenda defines several fields of action. One of these is “An Efficient Federal Administration”, which aims to reduce bureaucracy and increase efficiency in public administration. A key component is Measure 6.5, “Simplifying invoice processing”, which aims to automate invoice processing in the systems of the federal administration to the greatest extent possible. 

To implement this measure, the project for automating incoming e-invoice processing was launched under the project name “D‑Easi – incoming e‑invoice processing automated, secure, integrated”. The project forms part of the Germany Stack (D-Stacks) initiative and is being driven by the Fachverantwortliche Stelle (FVS) for E-Invoicing at the Procurement Office of the BMI (BeschA). 

The project aims to automate invoice processing in the direct federal administration to the greatest extent possible in MACH and SAP environments and to make invoice processing workflows more efficient. By analysing functional, technical and legal requirements and by involving pilot authorities at an early stage and closely throughout the project, practical, user-centred solutions are being developed that can later be rolled out on a broad basis. 

Benefits of automating incoming e‑invoice processing 

Both invoice issuers and invoice recipients benefit from the automation of incoming e‑invoice processing. For invoice issuers, the main benefit is shorter processing times because invoices are processed automatically by the invoice recipient. This leads to faster invoice processing and incoming payments, as well as greater cash-flow planning certainty. 

For invoice recipients, automated invoice processing can reduce manual processing steps and make overall processes more efficient. Automatic validation of invoices increases process quality and reduces susceptibility to errors. Approval workflows are accelerated at the same time, and throughput times are shortened. More efficient processes also help conserve resources and make it possible to take advantage of early payment discounts more often. 

Overall, automated invoice processing enables more efficient, flexible and future-proof invoice processing workflows, thereby making an important contribution to the digitalisation and modernisation of public administration. 

What does this mean for the federal administration? 

The project entered the pilot phase in March 2026 with selected authorities. The rollout of the initial results is planned for March 2027. All affected authorities in the direct federal administration will receive information and support services for the transition process in good time.
